Background
This Request for Quote (RFQ) is issued by the Department of Veterans Affairs for special mode transportation services for beneficiaries of the VA Northern California Health Care System (VANCHCS).
The goal of this contract is to provide non-emergency transportation services to eligible veterans and other beneficiaries, ensuring compliance with relevant health regulations and standards.

Work Details
The contractor shall provide all Non-Emergency, Special Mode Transportation (SMT) services as identified within the performance work statement (PWS) for beneficiaries of VANCHCS. This includes:
- Providing transport vehicles, personnel, management, supplies, transportation, fuel, equipment, reports, and anything else necessary to furnish SMT service.
- Compliance with Joint Commission and California State Department of Health Regulations.
- Coverage for various facilities under VANCHCS including but not limited to: VA Northern California Health Care System in Mather and Martinez, VA Fairfield Outpatient Clinic at Travis AFB, multiple Community-Based Outpatient Clinics (CBOCs) across Northern California.
- Services include wheelchair van services for distances of 0-40 miles, 41-80 miles, and over 80 miles; gurney van services; and secure car with attendant services.
- The contractor must ensure timely pick-up and drop-off of patients while adhering to safety protocols.

Period of Performance
The period of performance for this contract is from June 1, 2026 to March 31, 2027.

Place of Performance
The contract will be performed at various locations within the Northern California region including Mather, Martinez, Fairfield, McClellan, Redding, Chico, Ukiah, Vallejo, French Camp, Yuba City, Auburn, and Modesto.

IMPORTANT: Please carefully read the Addendum to RFO 52.212-1 Instructions to Offerors - Commercial Items and RFO 52.212-2 Evaluation to ensure quotes submitted are complete and conforming to the solicitation's requirements. It is the vendor s responsibility to check SAM.gov for any amendments to the solicitation Vendors shall complete, sign, and submit VAAR 852.219-75. Failure to do so will result in non-consideration for award.
