Background
The Altoona VA Medical Center (Altoona VAMC), part of the Department of Veterans Affairs, serves over 26,000 veterans in Central Pennsylvania. The facility provides various healthcare services and requires contracted non-emergent wheelchair transportation services to assist veterans in accessing medical care.

The goal of this contract is to ensure reliable and safe transportation for veterans requiring wheelchair assistance, available 24/7, including weekends and holidays.

Work Details
The contractor shall provide non-emergent wheelchair transportation services, which include:
1. Transporting veterans using manual or power wheelchairs as needed.
2. Ensuring that all vehicles meet federal, state, and local regulations for safety and comfort.
3. Providing courteous and professional drivers who are trained in safety protocols.
4. Transporting miscellaneous items such as luggage (up to 20 pounds), medical records, and comfort items at no additional cost.
5. Utilizing the VetRide Vendor Portal or VA-approved transportation software for scheduling and invoicing.
6. Complying with tuberculosis exposure control policies and ensuring all personnel are tested annually.
7. Maintaining a clean vehicle equipped with a first aid kit and ensuring proper restraint systems for veterans during transport.

Period of Performance
The anticipated contract effective date is July 20, 2026, with an expiration date of July 19, 2031. The contract will be executed through unilateral task orders contingent upon the availability of VA funds.

Place of Performance
Services will be performed primarily at the Altoona VA Medical Center located at 2907 Pleasant Valley Blvd, Altoona, PA 16602, covering various counties including Blair, Bedford, Cambria, Indiana, and others.
