The Department of the Interior (DOI) is issuing this Request for Information (RFI) as part of early market research for a future requirement titled "Vessel Atlantic Ops Physical Inspections." The Government will not pay for any information submitted in response. This market research is to assist for planning a new requirement in which there is no incumbent contract or vendor.

Background
The Department of the Interior (DOI) is conducting early market research for a future requirement titled 'Vessel Atlantic Ops Physical Inspections.' This Request for Information (RFI) is intended solely for information and planning purposes, not as a solicitation or commitment to award a contract. The goal is to gather industry expertise to inform the development of the requirement and acquisition strategy, as there is currently no incumbent contract or vendor.

Work Details
The RFI seeks information on the availability and capability of a Walk-to-Work (W2W) / articulated gangway-equipped offshore vessel for conducting physical inspections of offshore facilities on the Atlantic Outer Continental Shelf (OCS). Key tasks include:

1. Determining if vessels exist that meet operational standards, including IMCA M254 Rev 1 or equivalent.
2. Ensuring the vessel can transfer personnel to heights of up to 21.802 mMSL for Wind Turbine Generators and 24.63 mMSL for Electrical Service Platforms.
3. Confirming vessel crew competency and certification for safe operations.
4. Gathering information on vessel ownership, availability, and potential conflicts of interest related to inspections.
5. Collecting industry recommendations on contracting approaches and best practices for operations.
6. Identifying vessels that can support multi-use platforms for environmental, scientific, and ROV operations.

Period of Performance
The contract will support a continuous charter period of 45 days with excursions lasting up to 21 days without returning to port.

Place of Performance
The contract will be performed across various locations on the Atlantic Outer Continental Shelf.
