Type II Helicopter Services   2

Background
The Bureau of Land Management (BLM) is seeking Type II helicopter services to support fire suppression and natural resource activities in Lakeview, OR. The services are being acquired under the authority of Part 12, Acquisition of Commercial Items and Part 15 Contracting by Negotiation. The BLM intends to evaluate proposals and award a Single Award IDIQ contract to the offeror who provides the best overall value, reserving the right to conduct discussions if needed with offerors for each location.

Work Details
The contractor is required to provide one medium helicopter equipped as specified in Section B, along with a fuel servicing vehicle and an additional fuel cache positioned at Silver Lake USFS Ranger District, OR. The crew compliment includes a Pilot-in-Command (PIC), Mechanic, Fuel Servicing Vehicle Driver(s), Relief PIC, Relief Mechanic, and Relief Fuel Servicing Vehicle Driver(s).
The aircraft must meet specific requirements for seating, payload, powerplant, airspeed, landing gear, and other equipment requirements as detailed in Section B.
Operations will be conducted in accordance with applicable FAA regulations, the National Wildfire Coordinating Group (NWCG) Standards for Helicopter Operations (NSHO), and other documents referenced in specific sections of the contract.
The contractor must hold and keep current all required certificates and ensure that contract aircraft are operated and maintained in compliance with those certificates at all times.

Period of Performance
The Period of Performance for the contract is from May 01, 2024 to April 30, 2029.

Place of Performance
The designated base for performance is Lakeview, Oregon. However, the contractor may be required to transport authorized personnel to alternate bases as needed.
