PRESOLICITATION NOTICE The Department of the Interior National Business Center, Acquisitions Service Directorate on behalf of the Bureau of Land Management, intends to solicit for On Call Use helicopter flight services as follows: DESCRIPTION This is a Pre-Solicitation Notice Only. The Department of the Interior, Bureau of Land Management, has a requirement for flight services using an R-44 or equivalent helicopter. Services under this solicitation / contract are limited to those operators who list an Alaska base of operations. Services under this contract are limited to work within the State of Alaska. Actual quantities to be required are unknown. The quantities will vary according to the weather and unscheduled needs of the Government. Multiple awards are anticipated as a result of this solicitation. The intent of this contract is to obtain fully Contractor operated and maintained on call use helicopter flight services to transport personnel and/or cargo in support of fire and resource management activities. Contractor services include provision of a light helicopter, personnel, and all other associated equipment, to support missions as prescribed in the solicitation. Contractors must be certified under A Federal Aviation Administration (FAA) Air Carrier Certificate; The aircraft shall be identified as required by 14 CFR Part 121.135(7) or Part 135.63 or Operations Specifications Part D, Aircraft Listing, as appropriate; Aircraft shall be fully equipped to carry the number of passengers offered in accordance with the standards of 14 CFR Part 121 or 135 as appropriate. The contract aircraft must have a Standard Airworthiness Certificate and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. Installation of any equipment required by this contract must be FAA approved. The contract aircraft must have a 14 CFR 133 Rotorcraft External Load Operations Certificate, which authorizes Class B loads, as a minimum. The contract aircraft must have a 14 CFR 137 Agricultural Aircraft Operations Certificate. Rotorcraft must be certified in accordance with 14CFR 27.143 paragraph c. Installation of any equipment required by this contract must be FAA approved. Transport of hazardous materials will be required in accordance with the Department of Transportations special permit DOT-SP-9198. Missions may include, but are not limited to, passenger and cargo transport, fire detection, aerial reconnaissance, air tactical supervision, and other administrative and related resource activities. The anticipated contract period will be for one year beginning April 1, 2013 with two, one-year options. The contract period is projected to begin April 1, 2013 for one year with 2-one year options. The anticipated issue date of the solicitation is February 26, 2013, with a projected closing date of March 20 2013. It will be a requirement that the successful awardees be registered in the System for Award Management (SAM) formerly known as Central Contractor Registry (CCR) and ORCA. The solicitation will be posted here as well as http://amd.nbc.gov under Current Solicitations under Business Opportunities. This procurement will be competed as unrestricted, full and open competition.
