Description

EXCLUSIVE USE HELICOPTER FLIGHT SERVCIES - NPS FIRE, SAR AND NATURAL RESOURCE MISSIONS
Background
The solicitation is for Exclusive Use Helicopter (EU) flight services for 90 calendar days to transport personnel and/or cargo in support of Government fire management, search and rescue, and natural resource management missions for the National Park Service (NPS) at Denali National Park and Preserve, Alaska, and Fairbanks, Alaska. The contract includes a base period plus four option periods. Contractor services include provision of two helicopters, personnel, fuel servicing vehicle(s), and fuel (only required for use in the Lower 48), and all other associated equipment.

Work Details
The contract requires one light helicopter equipped as specified in Section B for each item (Item 0001 and Item 0002). The helicopters must have seating for five insured passenger seats not including the pilot, non-jettisonable payload of 900 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a turbine engine, airspeed of 130 Knots VNE at 20 degrees C at 3,000 feet, and one fuel servicing vehicle equipped as specified in Section B. The contract also includes detailed requirements for the Exclusive Use Periods, pricing schedules, certifications, condition of equipment, aircraft equipment requirements, order of precedence (specifications), contracts maintenance personnel qualifications, maintenance control system, flight time, accident history, FAA violations during the last five years.

Period of Performance
The period of performance includes a base period from 05/01/2023 to 04/30/2024 with option periods extending to 04/30/2028.

Place of Performance
The designated bases of operation are Denali National Park and Preserve (Denali NP&P), Alaska and Fairbanks, Alaska.
