Background
The Bureau of Land Management (BLM) is seeking to acquire Fixed Wing Fire Exclusive Use Utility Flight Services to support fire and resource management activities in Alaska. The designated base of operations for this contract is Fort Wainwright, Alaska. The goal of the contract is to provide fully contractor-operated and maintained aircraft for aerial observation, passenger, and cargo transport during fire management operations.

Work Details
The contractor will provide two multi or single-engine turbine fixed-wing aircraft equipped as specified in the solicitation. The services include:

- Aircraft must have a Standard Airworthiness Certificate and be certified under Civil Air Regulation Part 3, 14 CFR 23 or 25.
- Aircraft must accommodate a minimum of nine insured passenger seats with removable cabin seats for cargo transport.
- Operations will include both VFR and IFR conditions, often in remote mountainous terrain with potential turbulence from wildland fires.
- The contractor must provide all necessary personnel including one Pilot-in-Command (PIC) per aircraft, a mechanic, relief PIC, and relief mechanic.
- The contract includes provisions for housing, transportation, and logistical support for contractor employees while stationed at Fort Wainwright or other field stations throughout Alaska.
- Additional requirements include maintenance of the aircraft as per FAA regulations, adherence to safety protocols, and readiness for emergency response.

Period of Performance
The period of performance is from April 1, 2025 to March 31, 2030 with an exclusive use period from May 1 to August 28 each year.

Place of Performance
Fort Wainwright, Alaska; may also include various field stations or fire camps throughout Alaska.
