Background
The Bureau of Indian Affairs (BIA) is seeking to procure Exclusive Use Type III Helicopter Flight Services to support its various missions. The intent of this Request for Proposal (RFP) is to award up to three single Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts with an Economic Price Adjustment clause for fuel adjustments.

The services will be utilized for transporting personnel and cargo, fire suppression, monitoring, law enforcement surveillance, and other administrative activities.

Work Details
The contractor will provide fully operated and maintained Exclusive Use helicopter services, which includes:
- One Light (Type 3) Helicopter per contract.
- Crew complement including Pilot-in-Command (PIC), Relief PIC, and Fuel Servicing Vehicle Drivers.
- A fuel servicing vehicle equipped as specified in the contract.
- Aircraft must be available for exclusive use 24/7 during the contract period.

Missions may include fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, law enforcement surveillance, and other resource activities.

The aircraft must meet minimum requirements including seating for five passengers (excluding pilot), a non-jettisonable payload of 1000 pounds at specified conditions, and must be turbine engine powered with specific performance certifications.

Period of Performance
The period of performance varies by contract: Contract 1 in Double Eagle, NM from March 1, 2025 to August 27, 2025; Contract 2 in Bemidji, MN and Billings, MT from March 1, 2025 to September 3, 2025; Contract 3 in Ronan, MT from March 15, 2025 to March 14, 2030.

Place of Performance
The primary locations for performance include Double Eagle (New Mexico), Bemidji (Minnesota), Billings (Montana), and Ronan (Montana).
