NAVSEA Exclusive Use Light Fixed Wing Aircraft Services
Background
The U.S. Navy, through the Naval Sea Systems Command (NAVSEA) and its Program Executive Office for Integrated Warfare Systems (PEO IWS), is seeking commercial aircraft services to support its ship weapon system test and evaluation (T&E) program. The goal of this contract is to provide essential flight support for Navy shipboard weapon system testing, ensuring that operations are conducted safely and effectively in various meteorological conditions.

Work Details
The Contractor shall perform the following tasks:
1. Provide commercial aircraft services for extended over-water flights at various altitudes in both Instrument Meteorological Conditions (IMC) and Visual Meteorological Conditions (VMC).
2. Manage, maintain, and safeguard Government Property (GP) and information during operations.
3. Designate one airplane as an Exclusive Use (EU) aircraft for daily availability, with compensation for actual flight hours and approved special charges such as rental cars and landing fees.
4. Conduct flights primarily in military operating areas or warning areas, carrying special mission equipment and personnel during Navy or Navy-sponsored testing events.
5. Ensure that the aircraft meets specific performance requirements including endurance, speed, and operational capabilities as outlined in the Minimum Aircraft Requirements section.

Period of Performance
The contract will be performed over a specified period which includes a base period followed by potential ordering periods as detailed in the solicitation.
