Exclusive Use and On-Call aircraft for NAVSEA   4

Background
The solicitation is issued by the Interior Business Center (IBC), Acquisition Services Directorate (AQD), in support of the Naval Sea System Command (NAVSEA) Program Executive Office (PEO) for Integrated Warfare Systems (IWS). The contract aims to acquire commercial aviation support services consisting of contractor owned, operated and maintained aircraft. The period of performance is up to five years and consists of a 12-month base period and four 12-month options.

Work Details
The contractor is required to provide four Exclusive Use and two On-Call turbojet aircraft for various missions primarily in the continental U.S., Hawaii, and U.S. territories, as well as international missions including the UK, Spain, Romania, and Poland. The aircraft must be fully functional, operated and maintained by qualified Contractor personnel, and equipped to meet specifications for aerial target towing, electronic warfare (EW), air transportation of personnel, equipment, and supplies, communications relay, GPS position recording, and weapon systems testing and trials. The aircraft proposed must meet specific minimum specifications including crew complement, seating capacity, power plant type, speed/endurance capabilities, special requirements such as modifications per STC to accommodate tow reels for towed targets and special mission equipment as specified.

Period of Performance
The period of performance is up to five years with a 12-month base period and four 12-month options.

Place of Performance
Assigned missions shall primarily be performed in the continental U.S., Hawaii, and U.S. territories. International missions include the UK, Spain, Romania, and Poland. The Contractor may be required to temporarily base aircraft in the vicinity of Norfolk, VA; Wallops Island, VA; Jacksonville, FL; Port Hueneme, CA; Honolulu, HI and other Navy Atlantic Fleet and Pacific Fleet coastal testing locations.
