Background
The Bureau of Indian Affairs (BIA) is seeking to award up to two contracts for Exclusive Use Type III Helicopter Flight Services. These services are intended to support various missions including fire suppression, monitoring, and law enforcement activities.

The contracts will be based in Window Rock and Whiteriver, Arizona, with the potential for operations across the Lower 48 States and Alaska.

Work Details
The contractor will provide fully operated and maintained helicopter flight services, including personnel and fuel servicing vehicles. Key tasks include:
- Transporting personnel and cargo for fire suppression, monitoring, initial attack, prescribed fire, aerial ignition, and law enforcement surveillance.
- Aircraft must be available for exclusive use 24/7 during the contract period.
- The contractor must provide a light helicopter meeting specified minimum requirements:
- Seating for five passengers (excluding pilot).
- Non-jettisonable payload capacity of 1,000 pounds at specified conditions.
- Turbine engine with a maximum airspeed of 120 knots.
- Compliance with FAA regulations and safety standards is mandatory.
- The contractor may need to camp out during operations and must provide necessary camping equipment if required.

Period of Performance
The contract period is from March 1, 2026, to February 28, 2031.

Place of Performance
Window Rock, Arizona and Whiteriver, Arizona.
