Background
The U.S. Department of the Interior, through the National Park Service (NPS), is issuing this solicitation for Exclusive Use Helicopter Services in Denali National Park, located in Talkeetna, Alaska. The goal of this contract is to provide fully operated and maintained helicopter services for various government activities including search and rescue, fire management, law enforcement, and administrative tasks. This contract aims to enhance operational capabilities within the park during peak seasons.

Work Details
The contractor will provide a Type 3 helicopter for a guaranteed exclusive use period of 120 calendar days from April 15 to August 12 each year. The services include:
- Transporting personnel and cargo as directed by NPS.
- Compliance with aircraft equipment requirements including seating for five passengers (excluding pilot), a non-jettisonable payload capacity of 500 pounds at specified conditions, and turbine engine performance standards.
- Maintenance of aircraft in accordance with FAA regulations and NPS standards.
- Provision of qualified personnel including a Pilot-in-Command (PIC), relief pilots, and mechanics with specified qualifications and duty limitations.
- Adherence to safety protocols including personal protective equipment (PPE) for flight operations, transportation of hazardous materials, and security measures for aircraft and equipment.

Period of Performance
The contract will be performed over a base period of five years with an exclusive use period of 120 days annually from April 15 to August 12. Additional services may be extended at the government's discretion up to a maximum of 180 days per calendar year.
