V-22 Functional Requirement Document (FRD) Additional Capability Defect Packages (CDPs) FY22

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 issued a Cost Plus Fixed Fee Delivery Order N0001922F2038 under Basic Ordering Agreement N00019-22-G-0002, to the Bell Boeing Joint Progam Office on a sole source basis for the engineering, management, technical, and acquisition efforts for implementation, and sustainment of the FY-22 V-22 CDPs for the V-22 avionics and flight controls systems.

This action was awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The limited rights possessed by the Government to the required technical data preclude competition of this effort.
