V-22 Ethernet Expansion Device (EED) and Platform Data Server (PDS) Phase III

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 awarded Delivery Order N0001923F0081 under Basic Ordering Agreement N00019-20-G-0007 to Raytheon on a sole-source basis for the next phase of development for the V-22 Ethernet Expansion Device (EED) hardware and Platform Data Service (PDS) software. EEDs will extend the aircraft ethernet network to enable more systems to connect to the network, while the PDS will send appropriate aircraft data to systems that need it.
This action was awarded on a sole source basis to Raytheon in accordance with statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1) as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Raytheon was awarded the previous contract for this effort. Additionally, Raytheon is the only source that possess the requisite knowledge, experience, and technical data to perform the required efforts within the timeline required by the Government, and award of the efforts listed above to any source other than Raytheon would result in an unacceptable delay to fielding the requirement.

This action was awarded as Cost Plus Fixed Fee due to the uncertainties associated with the tasking. These uncertainties do not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract.
