Description

The Naval Air Systems Command (NAVAIR) intends to award a sole source follow-on contract to Rolls-Royce Corporation (RRC), Indianapolis, IN, for AE1107C Production and Spare Engines, and related tasking, for the V-22 Osprey Tiltrotor Aircraft in support of the United States Government (USG). The Government anticipates award of a two year contract for the procurement of an estimated 10 AE1107C production and five (5) spare engines for the V-22 aircraft. The period of performance for the procurement of the AE1107C production and spare engines for the V-22 aircraft and related support will be from FY2025 through FY2026, but may be extended dependent upon funding or emergent operational requirements. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, and manufacturer of the AE1107C engine, RRC is the only source with the requisite knowledge, experience and technical data necessary to manufacture, delivery, and integrate the AE1107C engine on the V-22, and is therefore uniquely qualified to perform this effort in the timeline required. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
