Background
The National Oceanic and Atmospheric Administration (NOAA), specifically the Office of Oceanic and Atmospheric Research (OAR) and the Global Monitoring Laboratory (GML), is seeking to identify sources capable of providing a UV Spectroradiometer. This requirement is part of their mission to enhance long-term monitoring of ozone levels, which is critical for understanding atmospheric conditions and environmental health.

Work Details
The contractor will be responsible for supplying a UV Spectroradiometer that meets the following technical specifications:

1. A UV spectrophotometer or spectroradiometer capable of measuring solar UV light with spectral resolution suitable for deriving total column ozone, including measurements of spectral irradiance, irradiance, peak wavelength, and center wavelength.

2. The detector must have at least 2048 pixels with a pixel resolution not exceeding 0.14nm/Pixel; temporal resolution or measurement time ranging from 0.1-6000ms; and integration times from 2 µs to 60 s.

3. The device must measure spectral irradiance of UV light within the range of 190 to 430 nm with less than 1nm resolution.

4. It should demonstrate TCO drift of no more than 1% per year, traceable to an internal or external calibration.

5. Include mechanisms for stray light rejection or mitigation, such as optical filters.

6. The instrument must show an overall mean bias in measured total ozone not exceeding 1% when compared to fully calibrated Dobson or Brewer spectrophotometers, supported by multiple peer-reviewed articles.

7. It must be able to track and point towards the sun with a pan and tilt resolution not greater than 0.006°.

8. The instrument should be suitable for outdoor use in ambient conditions, with essential components being water-tight and operable in temperatures ranging from -25°C to 50°C.

9. Combined measurement uncertainty must not exceed 1.5%, with non-linearity and stray light components not exceeding 0.5% and measuring noise component not exceeding 0.3%.

10. All necessary software for recording measurements must be included with the instrument design supporting scalable production for deployment across a distributed monitoring network.

Period of Performance
The anticipated delivery date for the UV Spectroradiometer is November 7, 2025.

Place of Performance
The contract work will be performed at the Boulder, Colorado Global Monitoring Laboratory.
