UTV Off Highway 4x4 Vehicle

Background
The U.S. Geological Survey (USGS), Hawaiian Volcano Observatory (HVO), is seeking to procure a new four-wheel drive off-highway utility terrain vehicle (UTV) to support access to critical monitoring infrastructure in the Kilauea Summit region and other remote areas where roads are no longer maintained for highway vehicles.

This solicitation is a combined synopsis/solicitation for commercial products prepared in accordance with applicable regulations.

Work Details
The requirement is for one (1) new four-wheel drive off-highway utility terrain vehicle (UTV), brand name or equal to Polaris Ranger XP 1000 Cab, Can-Am Defender XT Cab HD11, or CFMOTO UForce U10 Pro Highland.

The UTV must meet the following specifications:
- Engine: greater than 950cc engine displacement, liquid-cooled, with Electronic Fuel Injection (EFI).
- Transmission: automatic with reverse; high/low range or equivalent.
- Drive system: selectable 2WD/4WD or on-demand AWD with locking front differential.
- Minimum ground clearance of 13 inches and maximum wheelbase of 90 inches.
- Fuel capacity greater than 9 gallons and cargo box capacity greater than 850 pounds.
- Towing capacity must exceed 1,400 pounds.
- Seating for a minimum of two occupants.

The delivery is required by August 31, 2026.
