Background

This action is necessary to accommodate the increased demand for services related to utility monitoring and control systems across government installations.

Work Details
The services provided under the UMCS V MATOC encompass the full lifecycle of designing, installing, securing, and maintaining a UMCS and related subsystems necessary for the operation of Government installations. This includes all personnel, equipment, tools, materials, supervision, and non-personal services required for servicing and/or upgrading existing Building Automation Systems (BAS).

A UMCS serves as a high-level platform designed to monitor and manage utility infrastructure for operational efficiency, energy conservation, and cost reduction. It performs functions such as tracking energy consumption across bases, managing peak electrical demand, monitoring central plant statuses (e.g., chiller and boiler operations), and providing centralized alarm reporting for critical infrastructure. The BAS controls various mechanical and electrical systems within buildings based on occupancy and sensor readings.

The current MATOC has awarded 244 task orders with a cumulative value totaling $2,085,395,960.
