This solicitation is for the extended-term charter of one, clean, approved, U.S. flag Jones Act compliant tanker, with Segregated Ballast Tanks (SBT) and Inert Gas System (IGS) that is capable of carrying a minimum of 280,000 BBLs of clean product (intentions F76, JP5, JP8, or JA1) within vessel's natural segregation in designated cargo tanks with double valve isolation.

Background
The Military Sealift Command (MSC) is issuing this solicitation for the charter of one clean, approved, U.S. flag Jones Act compliant tanker. This vessel is essential for the transportation of Defense fuels along the US West Coast, including Hawaii, and is critical to the operations of the US Navy and the Department of Defense.

The goal of this contract is to secure a tanker capable of carrying a minimum of 280,000 BBLs of clean product such as F76, JP5, JP8, or JA1.

Work Details
The contractor shall provide a tanker that meets the following specifications:
- The vessel must have Segregated Ballast Tanks (SBT) and an Inert Gas System (IGS).
- It must be capable of carrying a minimum of 280,000 BBLs within its natural segregation in designated cargo tanks with double valve isolation.
- The vessel shall not exceed a maximum Length Overall (LOA) of 204 meters and a beam of 32.20 meters.
- It must have a deadweight tonnage (DWT) not exceeding 50,000 MT.
- The vessel should possess a 10-ton boom or crane capable of reaching both port and starboard sides for safe cargo hose handling.
- It must have at least three segregations with double valve isolation between each segregation and be able to machine-wash cargo tanks while underway.
- The vessel should perform cargo operations at offshore petroleum facilities and at anchorage (lightering).
- A minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden is required.
- The contractor must provide at least one passing SIRE inspection and copies of Certificates of Quality for the last three cargoes upon contract award.

Period of Performance
The base period for charter hire is one year (365 days), with options for three additional one-year periods and one option period lasting 11 months or 334 days.

Place of Performance
The contract will be performed along the US West Coast, with specific operations occurring in designated ports.
