USSOCOM PDW/RSAR Ceiling Increase and Incorporation of 7.62x39mm Kits   3

The Government hereby submits a notice to award the RSAR 7.62x39mm and sustainment effort to Sig Sauer.
This new effort will integrate a 7.62x39mm capability into the RSAR system. As part of the sustainment program, parts
shall be provided. Sig Sauer shall provide barrels and any other parts associated with the 7.62 x 39mm kits. Furthermore,
Sig Sauer shall provide spares for the whole RSAR/PDW system to include but is not limited to bolts, springs, 7.62 SLHC
suppressors, UTM training kits, stocks, carrier groups etc...

This effort will be integrated into already existing RSAR IDIQ contract. On October 2022, Marvin Marcia, Contracting
Officer, posted a Sources Sought Notice seeking information on 7.62x39mm kits. We have meticulously reviewed each
submitted system for technical acceptance, sustainment and whether the vendor has permission, data rights and/or
authorization to conduct Engineering Change Proposals (ECPs) to modify or upgrade the SIG SAUER Rattler. After
continuous market research, USSOCOM HQ has concluded that Sig Sauer is the only vendor that can fulfill USSOCOM's
need for RSAR 7.62x39mm kits and associated sustainment. Except for Sig Sauer, the vendors did not meet the technical
requirements and/or lack the proper data rights to modify Sig Sauer systems.

As mentioned before, due to the programmatic requirements of this effort, we can only award to the Original Equipment
Manufacture (OEM); in this case its Sig Sauer. The OEM (Sig Sauer) must provide Parts Replacement Schedule, ECPs,
sustainment etc... Sig Sauer is the only vendor who can fulfill the programmatic requirements because they are the sole
owner the Intellectual Property (IP) and the technical data package of the Sig Sauer Rattler system. The overall value of this contract is $17M.
