Background
The United States Special Operations Command (USSOCOM) was established in 1987 as a unified combatant command of the Department of Defense (DoD). Its mission is to develop and employ fully capable special operations forces to conduct global operations against state and non-state actors, thereby supporting U.S. policies and objectives. USSOCOM is responsible for training and equipping all DoD Special Operations Forces (SOF) to perform missions worldwide.

The command includes a headquarters at MacDill Air Force Base, FL, and several component commands across various locations in the U.S.

Work Details
The contract requires comprehensive program support that includes:
- Program management, contract management, and administration services for various IT programs.
- Analytical planning and process development.
- Technical assessments and strategic resource planning/management.
- Budget execution support for senior leadership.

Specific tasks include:
1. Program Management/Contract Administration Support:
- Provide advice on program/contract management functions.
- Develop program strategy, contract planning, documentation, and requirement reviews.
- Assist in developing documentation for various contract administration efforts including Statements of Work and Pricing Structures.
- Monitor service levels and quality assurance metrics, generating performance reports against contractual SLAs.
- Maintain a comprehensive documentation library for contract holders.
2. Strategic Resource Management Planning & Budget Execution:
- Assist in financial administration practices related to resource requirements.
- Develop financial cost reports for internal budgetary constraints.
- Support accounting actions associated with formal reviews within the Financial Management Suite.
3. Acquisition and Supplier Management:
- Develop policies for acquiring new products/services and monitor compliance.
- Research and analyze acquisition needs for infrastructure components and services from third-party providers.

Place of Performance
The primary place of performance will be at USSOCOM headquarters located at MacDill Air Force Base, FL, with potential activities at other component commands.
