Description

The United States Space Force (USSF), through the General Services Administration (GSA), is conducting market research to support its Operational Test & Training Infrastructure (OTTI) Program Executive Office (PEO). The OTTI PEO operates under the Space Systems Command (SSC) and plays a critical role in providing training and readiness systems to the Space Training and Readiness Command (STARCOM). This initiative aims to ensure that STARCOM has access to state-of-the-art systems and technical expertise required for effective training and operational readiness. The OTTI PEO is responsible for acquiring, delivering, and advising on complex equipment systems, ensuring they meet operational capabilities while addressing any design deficiencies.


This Request For Information (RFI) seeks to evaluate the Department of Defense industrial base's capacity to develop military Technical Orders/Manuals (TOs) that comply with statutory requirements. The focus of this RFI is on identifying businesses capable of generating Operations & Maintenance Technical Orders for the Transportable Range Operations Center (TROC) program under STARCOM. These manuals are expected to be developed based on third-party Commercial-Off-The-Shelf products and vendor manuals provided as Government Furnished Information.


Contractors responding to this RFI will be expected to provide comprehensive technical order development services. This includes deploying technical writers who can update manuals in real-time during verification processes, ensuring that all documentation aligns with Military, DoD, and Air Force standards. Additionally, contractors will be responsible for offering vendor manual procedure verification services, creating downloadable PDF versions of updated manuals for use by OTTI PEO personnel.


Furthermore, contractors will assist government program management staff with data development, conversion/migration tasks, sustainment activities, usability assessments, distribution processes, and overall management activities related to technical data standards. This includes engineering and logistics support as well as authoring new content while integrating existing vendor documentation. Through these efforts, the USSF aims to enhance its operational capabilities by leveraging industry expertise in technical order development.
