USSF - Radar, Airfield & Weather Systems (RAWS) Fiber Optic System Installation

The United States Space Force (USSF), through the General Services Administration (GSA), is conducting market research to support a critical infrastructure upgrade at Buckley Space Force Base (BSFB) in Colorado. The primary goal of this initiative is to enhance flight safety by replacing outdated analog telephone cables with a modern fiber optic network system. This project aims to ensure reliable monitoring and control of Air Traffic Control & Landing Systems (ATCALS), which are vital for the safe take-off and landing of aircraft.

The current communication infrastructure at BSFB relies on legacy copper cables that have been in use for over 50 years and have exceeded their lifecycle. These aging systems are prone to failures, posing significant risks to flight operations. The existing cable pairs connecting crucial equipment such as the Tactical Air Navigation (TACAN) system have already failed, necessitating immediate action. The proposed fiber optic network will provide a more reliable and efficient communication system, reducing risks associated with intermittent monitoring and control.

The scope of work includes designing and installing a new fiber optic network compatible with existing ATCALS equipment as specified by Headquarters Air Force Flight Standards Agency / Air Force Engineering and Technical Services (HQ AFFSA/AFETS). This will involve comprehensive surveying, trenching, construction of ducting and manholes, installation of fiber optic cables, and ensuring end-to-end connectivity across various facilities within BSFB. The contractor will also be responsible for integrating this new system with AT&T's back-end support systems to enable dynamic monitoring and configuration.

To successfully execute this project, the contractor must provide all necessary resources including personnel, equipment, tools, materials, vehicles, supervision, certifications, and other services required for completion. Additionally, the contractor must coordinate closely with base personnel to adhere to operational constraints such as working hours while accommodating potential delays due to weather or security concerns. Upon completion of installation work, thorough testing data must be provided for review before final acceptance by relevant authorities.
