USSF - Oracle 19 Technical Refresh - RFI Version 2 - MRAS

On behalf of the United States Space Force (USSF), the General Services Administration (GSA) is conducting market research to identify qualified vendors capable of executing a technical refresh for Oracle Database instances. This effort forms part of a larger initiative to upgrade and maintain the Combatant Commanders Integrated Command and Control System (CCIC2S) and Legacy Space (LS) enterprise systems. The primary goal is to ensure minimal downtime, zero data loss, and full validation of application compatibility during this transition.

The scope of work involves upgrading Oracle Database instances as well as updating the Red Hat Linux (RHEL) version running on the Enterprise Database (EDB) and System Operations (SysOps) subsystems from version 7 to 9.5. This upgrade aims to align with the version used by CPS, ensuring system integrity and performance enhancements. Vendors are expected to leverage Commercial-Off-The-Shelf components, standardized industry interfaces, and modular architectures to minimize sustainment costs while maintaining or improving existing capabilities within CCIC2S and LS systems.

To participate in this Request for Information (RFI), interested parties must ensure their responses are detailed enough for the government to assess vendor qualifications effectively. The government emphasizes that responses will not be acknowledged or reimbursed, nor will they restrict future proposal submissions against upcoming solicitations.
