Description

The United States Space Force (USSF), in collaboration with the General Services Administration (GSA), is conducting market research to develop an acquisition strategy for a new contract focused on enhancing floodwater rescue capabilities in Mexico. This initiative is part of a broader effort to strengthen humanitarian assistance and disaster response capabilities between the United States and Mexico, addressing shared threats and challenges posed by large-scale flooding events. The project aligns with the mission of NORAD and USNORTHCOM to provide critical support in times of need, ensuring that regional response teams are well-equipped and trained to handle emergencies effectively.


The primary objective of this contract is to deliver comprehensive Swiftwater/Floodwater NFPA Operations training, which will include both introductory and advanced technician-level skills. The training program is designed for water response brigade members in Mexico who currently have outdated or insufficient flood response training. Participants will undergo operations-level training before advancing to more specialized technician-level training, which includes boat handling for watercraft rescue. Approximately forty brigade members will receive advanced instruction on planning and executing water rescues, including both in-water rescues and watercraft operations.


In addition to technical training, the program aims to develop instructional materials such as course manuals that serve as reference guides for all skills taught. These materials will be crucial for ensuring the sustainability of the program by enabling some participants to become trainers themselves. Personal protective equipment (PPE) will be provided for each participant, along with team PPE sets and watercrafts both motorized and non-motorized for 22 regional response teams across multiple locations in Mexico. This comprehensive approach ensures that each team has the necessary resources to conduct effective floodwater rescues.


A key consideration for this contract is the delivery of all instruction and materials in Spanish, facilitating better understanding and learning among local participants. By focusing on language accessibility, USSF aims to maximize the effectiveness of training sessions while fostering stronger cross-border partnerships through improved communication channels during emergency responses.
