Description

The United States Space Force (USSF) Commercial Satellite Communications (COMSATCOM) Office, or CSCO, presents the following information to industry for preparation of potential Requests for Proposals (RFPs) and Requests for Quotes (RFQs). All information outlined within is subject to change and based on known requirements for the subsequent 12 months. This document is current as 30 Sep 2025.

Background
The United States Space Force (USSF) Commercial Satellite Communications (COMSATCOM) Office, or CSCO, is responsible for the procurement of satellite communication capabilities for the U.S. Department of Defense (DoD).

The Future COMSATCOM Services Acquisition (FCSA) aims to provide satellite communication services through an approved list of contractors, covering three main service areas: transponded capacity, subscription services, and end-to-end solutions. This document outlines anticipated requirements for Fiscal Year 2026 as of October 2025.

Work Details
1. COMSATCOM Transponded Capacity (CTC): Requirements include satellite bandwidth and power, limited engineering services such as link budgets and transmission plans, monitoring and control of leased bandwidth, and options for purchased frequency clearances and licenses.

2. COMSATCOM Subscription Services (CSS): These services utilize contractor-determined waveforms billed on a per-use basis and include vendor-defined network management, monitoring, engineering, integration, licensing, and operational delivery.

3. Complex Commercial SATCOM Solutions (CS3): This allows the DoD to create large custom satellite solutions that may involve satellite transport, terminals, handsets, and engineering services for integration and maintenance.

4. Anticipated Requirements for FY 2026:
- Requirement #001: CTC0391 - Mobile Unmanned Vehicle Command and Control Center Communication Network Follow-On; Ku-bandwidth support for remote terminals.
- Requirement #002: CTC0387 - Counterdrug Surveillance Systems; C-band space segment support over specified regions.
- Requirement #003: CTC0390 - USAFCENT C4I COMSATCOM Support; Ku-band capacity for Southwest Asia network architecture.
- Requirement #004: CTC0389 - USAFCENT C4I COMSATCOM Support; similar to requirement #003 with different incumbent.
- Requirement #005: CTC0386 - U.S. Customs and Border Protection COMSATCOM Support; Ku-band capacity for Air and Marine Operations.
- Requirement #006: CSS0131 - United States Coast Guard Aviation Services BPA; L-band services contract.
- Requirement #007: SBS0045 - Maneuverable Geosynchronous Orbit Satellite-Based Services; comprehensive MGEO satellite services including building and launching capabilities.

Period of Performance
The contracts are structured with a 1-year base period followed by four 1-year options, with specific anticipated effective dates ranging from January 2026 to June 2026 depending on the requirement.

Place of Performance
The performance locations include various sites such as Camp Roberts in California for specific contracts and operational areas across South America, Central America, the Gulf of America, Caribbean Basin, CONUS (Continental United States), and OCONUS (Outside Continental United States) as applicable.
