This is a sources sought announcement in accordance with FAR 10.001 and DFARS 210.001 and in anticipation of a potential future procurement. The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing the FY26 Selected Restricted Availability (SRA) Chief of Naval Operations (CNO) availability of the USS SAN ANTONIO (LPD 17) under a Coast-wide (East & Gulf Coast) solicitation. The Naval Sea Systems Command is especially focused on determining small business capability and interest.

The anticipated RFP release date for these CNO Availabilities is on or around September 2025 (Planned availability and RFP dates are subject to change).
The Government has provided an outline of some of the work anticipated to be completed under the expected FY26 SRA as an enclosure to this sources sought document (see Enclosure (1)). The anticipated contract type will be firm-fixed price.

Work Details

- Maintenance: Approximately 134,000 man-days estimated for maintenance activities, including hull structure preservation, propulsion plant repairs, electrical distribution repairs, and auxiliary systems maintenance. Specific tasks include:
- Ballast tank preservation and structural repairs
- Main propulsion diesel engine repairs
- Ship's service diesel generator engine repairs
- Repair of watertight doors and hatches
- Modernization: Approximately 15,000 man-days estimated for modernization efforts, which will involve structural welding, piping, electrical work, and ventilation work. Major modernization items include:
- Installation of LPD Class Voyage Data Recorder
- Replacement of auxiliary sea water system valves
- Implementation of HM&E network ring
- Upgrades to LPD17 UNREP stations.
The contractor must provide an integrated production schedule that incorporates anticipated Alteration Installation Teams (AIT), third-party contractors, and government workload management.
Period of Performance
The period of performance for this contract is expected to be from July 20, 2026, to March 24, 2028.
Place of Performance
The work will be performed Coast-wide on the East & Gulf Coast.
