USS RUSSELL (DDG-59) Hull Preservation   2

Background
The United States Navy is issuing this solicitation for the USS RUSSELL (DDG-59) Hull Preservation project. The goal of the contract is to procure paint materials and technical services necessary for the preservation of the USS RUSSELL, ensuring compliance with federal, state, and local regulations regarding volatile organic compounds (VOC).

The contract will support the Navy's mission to maintain its fleet's operational readiness through effective preservation techniques.

Work Details
The requirement includes a firm-fixed-price (FFP) contract with the following Contract Line Item Numbers (CLINs):

- **0001**: Contractor to provide paint materials for the USS RUSSELL (DDG-59) as per the Performance Work Statement and Exhibit A (ELINs), as amended.
- **0002**: Contractor to provide Field Service Technical Representative for the USS RUSSELL (DDG-59) as per the Performance Work Statement (PWS) and Exhibit A (ELINs), as amended.
- **0003**: Data for CLINs 0001 and 0002. Contractor to use DD Form 1423, Contract Data Requirements Lists (CDRLs) attached hereto – Not Separately Priced (NSP).

Key dates include:
- Availability Start Date: 31 March 2025
- Dry-Dock Dates: 03 June 2025 to 04 December 2025
- Paint Arrival at Shipyard: 02 June 2025
- Paint Technical Rep at Shipyard: 03 June 2025
- Completion Date: 01 May 2026.

The contractor must ensure that all products are U.S. manufactured and specialized for marine applications unless otherwise permitted by the contract.

Period of Performance
The period of performance spans from March 31, 2025, with various key dates leading up to completion on May 1, 2026.

Place of Performance
The work will be performed at a shipyard designated for the USS RUSSELL (DDG-59), with specific delivery locations being determined based on operational needs.
