Background
The Department of the Navy, specifically the Naval Sea Systems Command (NAVSEASYSCOM), has issued a Sources Sought notice for the USS PORTER (DDG 78) FY25 Extended Docking Selected Restricted Availability (EDSRA). The purpose of this notice is to conduct market research to determine industry capability and interest in performing the maintenance, repair, and alterations for the USS PORTER (DDG 78) under a Coast-wide (East Coast) solicitation. The Naval Sea Systems Command is particularly interested in determining small business capability and interest.

Work Details
The work anticipated to be completed under the expected USS PORTER (DDG 78) FY25 EDSRA includes dry-dock and pier-side maintenance, repair, and alterations. The work will consist of a significant amount of tasks across multiple trades and spaces, including CANES HW2 Tech Refresh, TTWCS Mods, AN/SQQ-89(V)15, AN/SRQ-4, SSEE Inc. F Mods, DDG HM&E MOD, ADNS and CBSP TIER 3 Mods. The maintenance requirements are expected to cover various systems such as Hull Structure, Propulsion Plant, Electric Plant and Distribution Equipment, Command and Surveillance systems, Auxiliary Systems, Outfit and Furnishings, Armament, Ship Assembly and Support Services. The modernization scope will include a variety of modernization work items such as Digital Fuel Control, Advanced Galley, Single Bridge, GEDMS, CBSP TIER 3, SSEE INC F, MRG/CPP LO Purifier replacement among others.

Period of Performance
The contract is tentatively scheduled from 03 February 2025 through 03 July 2026 (subject to change). The anticipated RFP release date is on or around March 2024 (subject to change).

Place of Performance
The work will be performed on the USS PORTER (DDG 78) under a Coast-wide (East Coast) solicitation.
