Background
The USS LEWIS B. PULLER (LBP) Force Generation Risk Reduction (FGRR) contract is issued by the NAVSUP FLC SIGONELLA. The mission of this contract is to conduct a Regular Overhaul-Dry Dock (ROH-DD), provide layberth services, and execute a Mid Term Availability (MTA) for the vessel. The goal is to enhance the vessel's maintenance status through comprehensive repair and maintenance packages from the Military Sealift Command (MSC) and Forward Deployed Regional Maintenance Center (FDRMC).

Work Details
The contractor shall prepare for and accomplish three phases:

Phase 1 - Regular Overhaul-Dry Dock (ROH-DD)
Phase 2 - Lay Berth and Industrial Assistance
Phase 3 - Mid Term Availability (MTA).

Specific tasks include:
1. ROH-DD: Prepare for and accomplish the Regular Overhaul-Dry Dock per Section C, including pricing under Attachment J-1(a) and work items in Attachment J-2(a).
2. Lay Berth: Prepare for and accomplish lay berth requirements as detailed in Section C, with work items under Attachments J-1(b) and J-2(b).
3. Industrial Assistance: Provide ship maintenance and repairs during lay berth periods across three optional performance periods lasting two weeks each.
4. MTA: Prepare for and accomplish MTA requirements as specified in Section C, with work items under Attachments J-2(c).
5. The total FGRR requirement includes 274 work items divided among various attachments related to MSC and FDRMC.

Period of Performance
The contract will be performed from May 28, 2025, to September 30, 2026, with specific phases scheduled as follows:

ROH-DD from May 28, 2025, to July 31, 2025;
Lay berth and Industrial Assistance from August 1, 2025, to July 31, 2026;
MTA from August 1, 2026, to September 30, 2026.

Place of Performance
The contractor's facility must be located within the Commander Sixth Fleet Area of Responsibility (C6F AOR), which includes countries maintaining an International Agreement with the U.S. or those approved through an exception to policy.
