To enhance the vessel?s maintenance status, the vessel will enter a long-term lay berth, maintenance, and overhaul period. The contractor shall provide facilities, services, labor and materials to provide berthing, preventive maintenance industrial assistance, planning, material procurement and execution of a maintenance and repair availability as detailed herein. Due to operational and national security availability considerations, the location shall be US East, Gulf or West Coast. MSC will retain a limited crew (Engineering and/or Deck officer(s)) comprising of the SMT. AMENDMENT 0001 removed WIs 0401, 0406, and 0527; revised WIs 0011, 0021, 0102, 0153, 0302, 0459, and 0602; incorporated RFCs 1-22; extended RFC closing date to October 31, 2024; and extended solicitation closing date to November 22, 2024. AMENDMENT 0002 removes WI 0509 and incorporates RFCs 23-26. AMENDMENT 0003 removed WI 0301, revised WIs 0104 and 0501, and revised the submission deadline for FPRs.

Background
The Military Sealift Command (MSC) is issuing this contract to enhance the maintenance status of the USS HERSHEL WOODY WILLIAMS (ESB 4) by providing a long-term lay berth, maintenance, and overhaul period. The contractor will be responsible for facilities, services, labor, and materials necessary for berthing, preventive maintenance, industrial assistance, planning, material procurement, and execution of maintenance and repair tasks. The contract aims to ensure operational readiness while considering national security requirements. The work will take place on the US East Coast, Gulf Coast, or West Coast.

Work Details
The contractor shall provide the following services:

1. Lay berth facility for USS HERSHEL WOODY WILLIAMS (CLIN 0001), including daily rate pricing for pier and utilities;

2. Preventive maintenance and repairs as specified in Section C;

3. Skilled labor support including a dedicated supervisor with shipboard experience, electricians, refrigeration technicians, outside machinists, electronics technicians, and laborers;

4. Deck and engine watch support from licensed officers during specified hours;

5. Additional requirements (CLIN 0002) for emergent repairs and logistic support;

6. Industrial assistance (Option CLIN 0003) during planned periods;

7. Regular Overhaul/Underwater Inspection in Lieu of Drydocking (ROH/UWILD) as specified in Option CLIN 0004.

Period of Performance
The work is expected to be performed over multiple periods with specific timelines outlined in the solicitation documents. Initial performance is set from April 15, 2025 to April 14, 2026 for certain tasks with options extending into subsequent years.

The contract will be performed at locations on the US East Coast, Gulf Coast or West Coast.
