Description

Prepare for and accomplish the lay berth and regular overhaul/Underwater Inspection in Lieu of Drydocking (ROH/UWILD) of the USS HERSHEL "WOODY" WILLIAMS (ESB 4) as specified in the solicitation and in accordance with the work item package.

The anticipated period of performance is:

Lay berth period 1; 4/15/2025 through 9/30/2025

ROH/UWILD; 10/1/2025 through 12/31/2025 (option)

Lay berth period 2; 1/1/2026 through 9/30/2026 (option)

The place of performance for this contract shall be the contractor's facility on the U.S. east, gulf, or west coast.

All responsible sources may submit a proposal, which shall be considered by the agency.

The solicitation will be made available on or about September 18, 2024, through the Procurement Integrated Enterprise Environment Solicitation Module. https://piee.eb.mil/sol/xhtml/unauth/index.xhtml

To obtain access to the work item package and government furnished information technical data, complete and return the attached non-disclosure agreement to the point of contact of this announcement.

The decision to solicit as a total small business set-aside was made from market research. There is an expectation of receiving proposals from two or more small businesses.

Background
The contract is issued for the USS HERSHEL 'WOODY' WILLIAMS (ESB 4) to prepare for and accomplish the lay berth and regular overhaul/Underwater Inspection in Lieu of Drydocking (ROH/UWILD).

The agency's mission is to ensure the operational readiness of naval vessels, and this contract aims to maintain the USS HERSHEL 'WOODY' WILLIAMS in optimal condition through specified maintenance tasks.

Work Details
The contractor shall perform the following tasks:
1. Lay berth period 1 from April 15, 2025, through September 30, 2025.
2. Conduct Regular Overhaul/Underwater Inspection in Lieu of Drydocking (ROH/UWILD) from October 1, 2025, through December 31, 2025 (option).
3. Lay berth period 2 from January 1, 2026, through September 30, 2026 (option).
4. Ensure compliance with all applicable regulations regarding access to technical data and controlled unclassified information as outlined in the NDA.

Period of Performance
