The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-21-R-4420 for the execution of the USS ESSEX (LHD 2) FY22 DSRA. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization.
This availability is competed on a coast-wide basis. Based on the complexity, magnitude and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)).
The solicitation is issued electronically via SAM.gov and interested parties must comply with that announcement. Interested offerors should monitor the SAM.gov page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency.
This posting includes restricted attachments. Potential offerors will need to request access to Attachment J-3 (Key Events & Milestones), Attachment J-4 (Pricing Workbook), Attachment J-9 (Compartment Closeout), and Attachment S-5 (Enclosure 1).
This posting does not include all relevant J attachments. Background
The Naval Sea Systems Command (NAVSEA) is issuing solicitation N00024-21-R-4420 for the execution of the USS ESSEX (LHD 2) FY22 Docking Selected Restricted Availability (DSRA). This contract aims to provide maintenance, modernization, and repair services for the USS ESSEX, requiring a contractor with substantial facilities and human resources capable of completing and coordinating multiple areas of ship maintenance.
The procurement is not set aside for small businesses due to market research indicating insufficient competition among small business concerns.
Work Details
The contractor shall prepare for and accomplish repair and alterations on the USS ESSEX (LHD 2) during FY22 DSRA as specified in the statement of work provided herein. This includes non-prorated work items detailed in Attachment J-4, which outlines specific tasks such as:
1. Repair and alterations during the availability onboard.
2. Compliance with standard items, work item specification package drawings, test procedures, and other detailed data included in Attachments J-1 and J-2.
3. Submission of Contract Data Requirements List (CDRLs) for all CLINs, including option CLINs if exercised.
4. Provision of fuel assistance and towboat service as an option item.
5. Various optional tasks related to ship alterations and installations as outlined in multiple CLINs.
Period of Performance
The USS ESSEX (LHD 2) FY22 DSRA is anticipated to begin in June 2022 and is expected to be completed by October 2023.
