USS ANCHORAGE (LPD 23) FY23 Dry-Dock Selected Restricted Availability (DSRA)

Background
The Department of the Navy, Southwest Regional Maintenance Center, has issued a sole source contract action to add one new work item to a Firm-Fixed Price (FFP) contract awarded to National Steel and Shipbuilding Company (NASSCO) under contract N00024-23-C-4407. The contract is for the USS ANCHORAGE (LPD 23) Fiscal Year 2023 (FY23) Dry-Docking Selected Restricted Availability (DSRA). The justification and approval for the use of other than full and open competition is provided in the attached document.

Work Details
The new work item, 262-32-001, involves replacing the 2B Main Propulsion Diesel Engine (MPDE) Lube Oil Sampling Valve Piping. The total estimated value of the work is funded by FY23 OPN (TYCOM funded). The window of opportunity to accomplish the work is specified, and it is noted that the ship is currently in the NASSCO shipyard undergoing a major dry docking repair period.
Efforts to solicit offers or compete this requirement were not made due to the risks of schedule impact and financial injury of duplication of costs. The determination of fair and reasonable cost will be based on cost and price analysis conducted pursuant to Part 15.
