UNITED STATES POSTAL SERVICE (USPS) SOLICITATION ANNOUNCEMENT TRANSPORTATION STRATEGY SURFACE TRANSPORTATION SERVICES

On March 28, 2023, the United States Postal Service will be issuing a solicitation for Local Surface Transportation service to and from the following national USPS Processing and Distribution Centers/Facilities (P&DC/P&DF) areas.

Iron Mountain, MI Region B

Johnson City A, TN Regions A & B

Margaret Sellers, CA Region B

Mid-Florida, FL Region B

PLEASE NOTE - This announcement is the only source by which the official solicitation package can be obtained. Questions MUST be submitted no later than one week prior to the solicitation closing date.

The initial period of performance for a potential contract would be 2 years, beginning on or about Saturday, July 1, 2023. The contract will be a regular award with renewal options as outlined in the contract terms and conditions. The supplier will plan its operations (vehicles and drivers) based on an annual manifest provided in support of the needs of the P&DC/P&DF, delivery units, and offices. The manifest operates on a day of week frequency (excluding federal holidays). The supplier must not arrive later than or depart earlier than the agreed upon times as stated in the USPS provided manifest, unless specifically authorized by the Contracting Officer. Suppliers will be required to provide a variety of vehicles to include vans, straight trucks, and tractor-trailers based on the USPS manifest. Additionally, suppliers will be required to provide an on-site representative at the P&DC sites to manage fluctuating schedules each week for the first three months. Supplier representatives will work with the USPS's Network Specialists and Transportation and Networks Systems (TANS) managers who will be overseeing the operations at the dock locations. Additional requirements: Global Positioning Systems are required on all trailers and vehicles larger than 600 cubes. A registered Standard Carrier Alpha Code (SCAC) is required prior to award of the contract. Transportation Management System is encouraged but is not required for large routes Interested suppliers MUST send a notification email indicating interest to DRO@usps.gov, prior to registering in the USPS eSourcing system.

This contract will be competitively purchased using the USPS eSourcing System. Interested suppliers capable of this service must register on the USPS eSourcing System no later than April 4, 2023. Attached is the registration form and the website address is Supplier Registration (usps.com). This process can take 3-5 working days.

The United States Postal Service may offer a pre-bidding seminar for interested suppliers the invitation (if issued) will only be sent to individuals that express interest in the solicitation. Please be sure to include your name on the interested vendors list for this announcement.
