USPS EEO Investigative Services September Solicitation 2025

Background
The United States Postal Service (USPS) is responsible for ensuring that discrimination complaints are processed fairly, promptly, thoroughly, and in strict compliance with the Equal Employment Opportunity Commission (EEOC) regulations.

The goal of this contract is to obtain investigative services for discrimination complaints, management-initiated investigations of harassment allegations that are not discrimination complaints, and the preparation of Reports of Investigation (ROI) for the USPS National Equal Employment Opportunity Investigative Services Office (NEEOISO). This includes ensuring compliance with Title 29 Code of Federal Regulations (CFR) Part 1614 and other relevant laws.

Work Details
The Supplier shall perform investigations of discrimination complaints and management-initiated investigations of harassment allegations. Each investigation will include:
1. Preparation of an Investigative Plan;
2. Obtaining documentary information, including relevant statistics;
3. Securing testimony from complainants and witnesses;
4. Preparing the investigative file, including draft and final ROI based on a complete review and analysis of facts.

The Supplier must ensure that all investigations adhere to EEOC standards and USPS policies.

Place of Performance
Investigations may originate from employees or applicants for employment with the USPS or other federal agencies. The Supplier may be required to meet at NEEOISO located in Tampa, FL or as designated by the Contracting Officer's Representative (COR).
