USPS EEO Final Agency Decision Services - September 2026 Solicitation

Background
The U.S. Postal Service (USPS) is seeking independent contractors to provide Final Agency Decision (FAD) writing services in compliance with Equal Employment Opportunity Commission (EEOC) regulations. The USPS is responsible for ensuring that discrimination complaints are processed fairly and promptly, adhering to EEOC regulations. This contract aims to ensure timely and quality preparation of FADs for discrimination complaints filed by current or former federal employees or applicants.

Work Details
The contractor will prepare FADs addressing discrimination complaints and entitlement to compensatory damages. Each FAD must include specific elements such as case caption, introduction, statement of claims, chronology, applicable law, background, prima facie analysis, management's non-discriminatory reasons, pretext analysis, statement of relief, appeal rights, and a signature block. The contractor must deliver merit FADs within 15 days of assignment and compensatory damages FADs within the same timeframe. All work must comply with USPS standards and be delivered electronically.

Bidder Requirements
Bidders must demonstrate relevant experience in writing FADs according to EEOC regulations. They are required to undergo training provided by the Postal Service before signing an Ordering Agreement. Additionally, bidders must have access clearance as outlined in the Supplier Clearance Requirements.
