THIS IS A COMBINED SYNOPSIS SOLICITATION

Satellite Television Services - At the Federal Bureau of Prisons (FBOP), United States Penitentiary Canaan in Waymart, Pennsylvania located at 3057 Eric J. Williams Memorial Drive, Waymart PA 18472

This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 15B21525Q00000016 and this solicitation is issued as a Request for Quote (RFQ).

Solicitation is for the furnishing all equipment, software, materials, labor, services (including television subscription service(s)), supervision, tools, apparatus, conveyance, permitting (if applicable), technical support, transportation and incidental expenses, unless specified otherwise in the statement of work (SOW), necessary to complete the project that provides for the incarcerated population at USP Canaan during the contract period. See the SOW attachment included with the solicitation posting for the complete requirements of the work.

The contract period shall be a Base Year Period of (1) year with the Governments option to extend the contract for four (4) 12-month option periods. The subscription service shall be as followed:

Base Year 11/01/2025 - 010/31/2026

Option Year 1 11/01/2026 - 10/31/2027

Option Year 2 11/01/2027 - 10/31/2028

Option Year 3 11/01/2028 - 10/31/2029

Option Year 4 11/01/2029 - 10/31/2030

Option to Extend Six (6) Months 11/01/2030 to 5/31/2031

**The service MUST be up and running prior to the contract base year starting. These dates are approximate start/end dates. Due to institutional needs the subscription start date can vary due to institutional need by +/- 14 days. The excising service shall remain in place until the official starting date of the new provider.

This solicitation is being issued as total small business set-aside. The NAICS code for this requirement is 516120 with a corresponding small business size standard of $47 million.

The solicitation will be available approximately on or about September 8, 2025. The solicitation will be posted to the General Services Administration, Contract Opportunities: SAM.gov. All future information about this acquisition, including amendments, and cancellations will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation.

IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the business size standard specified above.

Evaluation Factors are price, past performance, proposed television channels, and technical excellence. Venders who submit a quote concurs that delivery dates will be met, unless otherwise noted. Vendors should not quote on items which cannot be delivered for any reason.

Past performance: A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating. USP Canaan will award to vendors that have a high past performance record IAW FAR 13.106-2(4) (ii) regardless of the quotes with the lowest price.

Site Visit: Coordination for any site visit will be scheduled through USP Canaan Supervisor of Recreation Thomas Fox at (570)-488-8090, Twfox@bop.gov and Recreation Specialist Michael Shiffer at mshiffer@bop.gov . For coordination, please email both Mr. Fox and Mr. Shiffer to ensure continuous communication. All site visitors will be required to complete a criminal history background check through the National Crime Information Center (NCIC) before arrival to comply with the Federal Bureau of Prisons security requirements. Mr. Fox and/or Mr. Shiffer will provide the NCIC check forms. All forms must be submitted by September 12, 2025. A site visit is scheduled for September 16, 2025, at 10:00 AM EST. The date and time for receipt of offers is September 19, 2025 at 4:00 PM EST. Quote must indicate Solicitation No. 15B21525Q00000016 time specified for receipt of quote, name, address and telephone number of quote, technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price and any discount terms. Quote must include acknowledgment of amendments, if any.

Expected award date is on or before October 6, 2025. A Notice of Award will be created and posted on sam.gov. Vendors will have 3 business days to sign and return purchase orders or awarded items may be issued to another vendor.

Vendors shall submit quotes in .pdf format to Joseph Kozuch Supervisory Contract Specialist by email to jkozuch@bop.gov and Christopher Ficken at cficken@bop.gov. No fax, hand delivered, or mail-in quotes will be accepted. Quotes MUST be good for 30 calendar days after close. All offers shall be submitted on the SF1449. OMB Clearance 1103-0018. All pages of the solicitation, including the header page, all attachments and amendments (if any), must be submitted with your quote (the SF1449). Please sign 30a and print 30b on the SF1449. Vendors shall submit the channel options when submitting their quote.
