NAVSUP Fleet Logistics Center Yokosuka (FLCY) Site Singapore issues a competitive solicitation to accomplish the USNS YUKON (T-AO 202) Regular Overhaul (ROH) Dry-dock Availability as specified in accordance with the work item package listed in Section J, Attachment J-1. The scheduled period of performance is from 01 Feb 2026 to 11 May 2026. The place of performance shall be the contractor's facility located in U.S. 7th Fleet Area of Responsibility (AOR), with geographical exclusion of India and Guam.

The solicitation issued electronically via SAM.gov and interested parties must comply with this announcement. Offerors should monitor SAM.gov for any applicable amendments. Work Items Specifications (J-1) and References will not be posted to SAM.gov. Offerors must contact the POCs identified in the RFP to coordinate transmittal via DoD Safe and include company's UEI number with the request for status verification in the SAM.Gov. Offerors shall be registered in SAM.Gov to be eligible for award.

The Government anticipates to issue a Firm-Fixed Price (FFP) single award. The Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide this acquisition. The Government will not reimburse respondents for any questions submitted or information provided in response to this solicitation.

Background
NAVSUP Fleet Logistics Center Yokosuka (FLCY) Site Singapore is issuing a competitive solicitation for the Regular Overhaul (ROH) Dry-dock Availability of the USNS YUKON (T-AO 202). The goal of this contract is to ensure the repair and maintenance of the vessel in accordance with specified work items.

The agency's mission includes maintaining operational readiness and support for naval vessels in the Indo-Pacific region.

Work Details
The contractor shall prepare for and accomplish various tasks including: management, procurement, production, testing, quality assurance, and technical capability necessary for repairs and alterations. Specific requirements include:
(a) Planning and scheduling to ensure timely procurement of materials.
(b) Applying progress measurement systems to track physical progress against planned baselines.
(c) Establishing management procedures to identify schedule variances.
(d) Developing a performance milestone schedule/critical path chart.
(e) Ensuring compliance with quality control procedures.
(f) Maintaining configuration control of ship's equipment and systems.
(g) Staging and storing Long Lead Time Material (LLTM).
(h) Complying with security requirements as specified in DD Form 254.

Period of Performance
The contract will be performed from February 1, 2026, to May 11, 2026, with options extending to May 26, 2026.

Place of Performance
The work will be conducted at the contractor’s facility located in the Indo-Pacific region, excluding India.
