Military Sealift Command, Norfolk, has a requirement for the USNS ROBERT E. SIMANEK (ESB 7) for a lay berth and mid-term availability commencing on or about April 1, 2026, until October 31, 2026, at the contractor's facility. The area of consideration is East and Gulf Coast. Target date of solicitation issuance is September 1, 2025.

It is requested that interested firms submit to the contracting office a brief capabilities package demonstrating your firm's ability and capacity to perform the work and experience of performing similar work. This document shall address, at a minimum the following:

(1) Company Profile to include number of employees, office location(s), UEI number, CAGE Code and a statement regarding small business designation and status;

(2) Description and location of the facility where the work will be performed;

(3) This procurement will be solicited under NAICS Code 336611, Ship Building and Repair, which has a size standard of 1,300 employees. Indicate if your company is a large or small business and socioeconomic category (HUBZone, SDVOSB, WOSB, etc.), if applicable.

(4) Partnership, teaming, joint ventures, or mentor-prot g agreements.

Please provide your response to this source sought notice by 4:30 p.m. EDT on July 16, 2025, to damian.w.finke.civ@us.navy.mil. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of shipyards available for this procurement. The Government is not obligated to and will not pay for any information received.

Background
The Military Sealift Command (MSC) based in Norfolk has issued a requirement for the USNS ROBERT E. SIMANEK (ESB 7) to undergo a lay berth and mid-term availability from approximately April 1, 2026, to October 31, 2026. This contract aims to enhance the vessel's maintenance status and ensure operational readiness. The area of consideration for this contract is the East and Gulf Coast of the United States.

Work Details
The contractor is required to provide facilities, services, labor, and materials for berthing, preventive maintenance, industrial assistance, planning, material procurement, and execution of maintenance and repair work. Key tasks include:

1. Providing a lay berth pier facility that meets specified requirements within the first 30 days of vessel delivery.
2. Supplying skilled labor including a dedicated supervisor with shipboard experience, electricians, refrigeration technicians, outside machinists, electronics technicians, and laborers to assist with daily maintenance procedures.
