Description

Prepare for and accomplish the lay berth and ship repair of the USNS ROBERT E. SIMANEK (ESB 7) as specified in the solicitation and in accordance with the work item package. The anticipated period of performance is April 1, 2026, to October 31, 2026. The place of performance for this contract shall be the contractor's facility. Due to operational and national security availability considerations, the location shall be East or Gulf Coast.

All responsible sources may submit a proposal, which shall be considered by the agency.

To obtain access to the work item package and government furnished information technical data, complete and return the attached non-disclosure agreement to the point of contact of this announcement.

The decision to solicit as a total small business set-aside was made from market research. There is an expectation of receiving proposals from two or more small businesses.

Background
The USNS ROBERT E. SIMANEK (ESB 7) is undergoing a lay berth and ship repair contract issued by the Military Sealift Command (MSC). The mission of this contract is to enhance the vessel's maintenance status through a long-term lay berth, maintenance, and overhaul period. The goal is to provide necessary facilities, services, labor, and materials for berthing, preventive maintenance, industrial assistance, planning, material procurement, and execution of maintenance and repair availability.

Work Details
The contractor shall provide:
1. A lay berth pier facility for USNS ROBERT E. SIMANEK (ESB 7), meeting requirements as detailed in work items (WIs). All layup WIs must be completed within the first 30 days of vessel delivery.

2. Daily pricing for lay berth pier, utilities, and steady state assigned personnel.

3. Ship maintenance and repair tasks will be requested via contract change orders (CCOs) negotiated per Section B paragraph 1.

4. Skilled labor support including:
- One dedicated deckplate supervisor with at least five years of shipboard or shipyard experience.
- One electrician with a minimum of three years of shipboard electrical system experience.
- One refrigeration technician with a minimum of three years of shipboard air conditioning experience.
- Two outside machinists with at least three years of equipment maintenance experience each.
- One electronics technician with at least three years of non-communications electronics systems maintenance experience.
- Three laborers to assist in daily maintenance procedures from Monday to Friday.

5. Services from a USCG licensed deck officer and engineering officer for watch support during specified hours.

6. Emergent repairs, material condition assessments, logistic support, and unscheduled maintenance as requested via CCOs.

7. Industrial assistance during planned periods as specified in the WI package.
