USNS ROBERT E. SIMANEK (ESB 7) Lay Berth and Ship Repair. To enhance the vessel?s maintenance status, the vessel will enter a long-term lay berth, maintenance, and overhaul period. The contractor shall provide facilities, services, labor and materials to provide berthing, preventive maintenance industrial assistance, planning, material procurement and execution of a maintenance and repair availability as detailed herein. Due to operational and national security availability considerations, the location shall be US East or Gulf Coast. MSC will retain a limited crew (Engineering and/or Deck officer(s)) comprising of the SMT. Amendment 0001: 1. Revise table 2 of Section C; 2. Revise solicitation attachment J-6, Representations and Certifications; 3. Replace FAR 52.204-8 with FAR 52.204-8(Deviation); 4. Answer RFC 1 - 8; and 5. Revise WIs 0050, 0051, 0021, 0109, 0152, 0404, 0453, 0459, 0527, 0568A, 0569, 0570, and 0985. Amendment 0002: 1. Remove Lay Berth WIs 0021, 0457, 0458, 0512, 0519, 0520, 0521, 0522, 0523, 0557, 0601, and 0602; 2. Remove MTA WIs 0405, 0406, 0504, 0505, 0507, 0509, 0515, 0521, 0529, 0531, 0605, and 0606; 3. Revise MTA WIs 0401 and 0404; 4. Add MTA WI 0101A; and 5. Incorporate RFCs 9-15. Amendment 0003: 1. Remove WI 0401; 2. Revise WIs 0571 and 0656; 3. Update attachment J-2B; and 4. Incorporate RFCs 16-26. Amendment 0004: Remove WI 0528; Revise WIs 0302 and 0534; and Incorporate RFCs 27-33. Amendment 0005: Revise WI 0003 for lay berth and MTA. Amendment 0006: 1. Restructure Section B to add additional options; 2. Updated J-4 Contractor Price Breakdown - TOTAL, to conform to the revised Section B; 3. Provided two new J-2A Contractor Price Breakdown - Lay berth Category A Items, documents; 4. Updated J-11 Applicable Wage Determinations; 5. Revised FAR 52.217-7; 6. Revised text in section C, J, and L. Amendment 0007: Add DFARS 252.232-7007, Limitation of Governments Obligation; remove SLINs 0001GA, 0001HA, 0001JA, 0002CA, and 0003DA; change the period of performance on all SLINS; remove J-2A Contractor Price Breakdown Lay Berth 3; revise J-2A Contractor Price Breakdown Lay Berth 2 and J-4 Contractor Price Breakdown Total; and extend the due date for final proposal revisions to January 29, 2025, at 12:00 p.m. local Norfolk.
