USNS ROBERT E. SIMANEK (ESB 7) Lay Berth and Ship Repair. To enhance the vessel?s maintenance status, the vessel will enter a long-term lay berth, maintenance, and overhaul period. The contractor shall provide facilities, services, labor and materials to provide berthing, preventive maintenance industrial assistance, planning, material procurement and execution of a maintenance and repair availability as detailed herein. Due to operational and national security availability considerations, the location shall be US East or Gulf Coast. MSC will retain a limited crew (Engineering and/or Deck officer(s)) comprising of the SMT. Amendment 0001: 1. Revise table 2 of Section C; 2. Revise solicitation attachment J-6, Representations and Certifications; 3. Replace FAR 52.204-8 with FAR 52.204-8(Deviation); 4. Answer RFC 1 - 8; and 5. Revise WIs 0050, 0051, 0021, 0109, 0152, 0404, 0453, 0459, 0527, 0568A, 0569, 0570, and 0985.

Background
The USNS ROBERT E. SIMANEK (ESB 7) is a vessel under the Military Sealift Command (MSC), which is part of the Department of Defense. The mission of MSC is to provide strategic sealift and ocean transportation for the Navy and other government agencies. The goal of this contract is to enhance the maintenance status of the vessel by entering a long-term lay berth, maintenance, and overhaul period, ensuring operational readiness and compliance with national security requirements.

Work Details
The contractor shall provide facilities, services, labor, and materials for berthing, preventive maintenance industrial assistance, planning, material procurement, and execution of maintenance and repair availability. Specific tasks include:
1. Providing a lay berth pier facility for USNS ROBERT E. SIMANEK (ESB 7) that meets all requirements within 30 days of vessel delivery.
2. Pricing for lay berth pier, utilities, and steady state assigned personnel will be on a daily rate basis.
3. Ship maintenance and repair will be conducted on a job basis through requests for Contract Change Orders (CCOs).
4. Providing skilled labor including supervision by a dedicated deckplate supervisor with shipboard experience, electricians, refrigeration technicians, outside machinists, electronics technicians, and laborers.
5. Offering services of USCG licensed deck and engineering officers for watch support during lay berth hours.
6. Conducting emergent repairs and logistic support as needed through CCOs.
7. Preparing for Mid-Term Availability (MTA) at the contractor's shipyard as specified in the work item package.

Period of Performance
The contract will be performed over an extended period as defined in Section F of the solicitation document.

Place of Performance
The contract will be performed at locations on the US East or Gulf Coast.
