Description

Please see attached documents for the USNS ROBERT E. PEARY (T-AKE 5) FY26 ROH.
Background
The USNS ROBERT E. PEARY (T-AKE 5) is undergoing a Regular Overhaul/Dry-Docking (ROH/DD) as part of the Military Sealift Command's (MSC) efforts to maintain and enhance the operational capabilities of naval vessels. The goal of this contract is to ensure that the ship is fully operational and meets all required standards through comprehensive maintenance and repair services provided by a qualified contractor.

Work Details
The contractor shall prepare for and accomplish the Voyage Repair (VR), overhaul, or alterations of the USNS ROBERT E. PEARY as specified in the Work Item (WI) package provided in Attachment J-1. All work shall be performed at the contractor's shipyard unless otherwise specified. Responsibilities include:

- Managing procurement, production, testing, technical capability, resources, and quality assurance services;
- Ensuring timely procurement of Contractor Furnished Material/Contractor Furnished Property;
- Using progress measurement systems to track physical progress against planned performance;
- Identifying scheduling issues promptly;
- Developing a performance milestone schedule/critical path chart;
- Maintaining quality control procedures;
- Ensuring configuration baselines are maintained;
- Managing subcontractor performance; and
- Employing sound engineering practices.

The contractor must demonstrate capability in ship repair work, possess necessary certifications, and have established organizational elements for administration, financial control, production control, technical support, and material/procurement control.

Period of Performance
The contract will be performed over a specified period that aligns with the scheduling plan established by the contractor in their proposal.

Place of Performance
All work will be conducted at the contractor's shipyard.
