Prepare for and accomplish the Regular Mid-Term Availability of the USNS OSCAR V. PETERSON (T-AO 206) as specified in the solicitation and in accordance with the work item package. The anticipated period of performance is April 14, 2027 to May 26, 2027. The place of performance for this contract shall be the contractor?s facility. Area of consideration shall be East and/or Gulf Coast. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency. The solicitation will be made available on or about 17 May 2026 through the Procurement Integrated Enterprise Environment Solicitation Module. https://piee.eb.mil/sol/xhtml/unauth/index.xhtml. To obtain access to the work item package and government furnished information technical data, complete and return the attached non-disclosure agreement to the point of contact of this announcement. The decision to solicit as a 100% Total Small Business Set-Aside was made from market research. The MSC Office of Small Business and Small Business Administration Procurement Center Representative concurs. Questions or comments regarding this notice may be addressed to the point of contact of this announcement. Amend 01: Revise work items 0021, 0202, 0301, 0501, 0505, and 0574C. Background
The Military Sealift Command (MSC) is issuing a contract for the Regular Mid-Term Availability of the USNS OSCAR V. PETERSON (T-AO 206). The goal of this contract is to prepare for and accomplish various maintenance tasks, including voyage repair, overhaul, or alterations as specified in the work item package. Work Details
The contractor shall perform the following tasks:

1. Prepare for and accomplish voyage repair, overhaul, or alterations of the USNS OSCAR V. PETERSON as specified in the WI package provided in Attachment J-1. All work shall be performed at the contractor's shipyard unless otherwise specified.

2. The price of CLIN 0001AA includes all Category 'A' Work Items (WIs) listed in Attachment J-2, which are scheduled for contractor planning and funded at contract award. The contractor must also manage supplemental WIs under CLIN 0001AB, which include labor and material costs for unscheduled maintenance discovered after solicitation.

3. Responsibilities include management, procurement, production, testing, technical capability, resources, quality assurance services, timely procurement of materials, progress measurement systems for work completion, and maintaining configuration control procedures. The contractor must also manage subcontractor performance to ensure quality standards are met.
