Background
The Military Sealift Command, Norfolk, is seeking capabilities from firms for the Regular Overhaul Dry-Docking (ROH/DD) of the USNS MERCY (T-AH 19). This notice serves as a sources sought announcement to gauge interest and capabilities of potential contractors for this upcoming requirement. The overhaul is scheduled to commence on or about February 1, 2026, and aims to ensure the vessel's operational readiness. The area of consideration for this contract is the West Coast.

Work Details
The work involves a Regular Overhaul Dry-Docking (ROH/DD) of the USNS MERCY (T-AH 19), which includes tasks related to ship maintenance and repair. Interested firms are requested to submit a brief capabilities package that demonstrates their ability to perform similar work. The submission should include:

(1) Company Profile detailing number of employees, office locations, UEI number, CAGE Code, and small business designation;

(2) Description and location of the facility where the work will be performed;

(3) Information on any partnerships, teaming arrangements, joint ventures, or mentor-protégé agreements.

Period of Performance
The contract performance period is expected to be from approximately February 1, 2026, until June 30, 2026.

Place of Performance
The contract will be performed at the contractor’s facility located on the West Coast.
