USNS Mercy (T-AH 19) FY26 ROH/DD   4

Background
The USNS MERCY (T-AH 19) is operated by the Military Sealift Command (MSC), which is responsible for providing strategic sealift and ocean transportation for the Navy and other government agencies. The goal of this contract is to prepare for and accomplish the Regular Overhaul/Dry-Docking (ROH/DD) of the USNS MERCY, ensuring that it meets operational readiness standards and safety requirements.

Work Details
The contractor shall prepare for and accomplish the ROH/DD of the USNS MERCY as specified in the Work Item (WI) package provided in Attachment J-1. This includes:

1. Providing necessary management, procurement, production, testing, technical capability, resources, and quality assurance services.

2. Ensuring timely procurement of materials and reporting on their receipt, storage, installation, and configuration.

3. Utilizing progress measurement systems to track physical progress against scheduled performance baselines.

4. Developing a performance milestone schedule/critical path chart to measure scheduled performance with deviations requiring approval from the Contracting Officer (KO).

5. Implementing quality control procedures to ensure compliance with required standards.

6. Managing subcontractor performance to maintain quality standards consistent with those expected from the prime contractor.

Period of Performance
The contract will be performed over a specified period that includes preparation and execution phases for the overhaul/dry-docking process.

Place of Performance
All work shall be performed at the contractor’s shipyard unless otherwise specified.
