Background
The solicitation is for the USNS MERCY FY25 Mid-Term Availability. The work involves preparing for and accomplishing the VR, overhaul, or alterations of the USNS MERCY (T-AH 19) as specified in the WI package provided in Attachment J-1. The work is to be performed at the contractor’s shipyard.

Work Details
The work includes providing necessary management, procurement, production, testing, technical capability and resources, and quality assurance services. It also involves ensuring timely procurement of CFM/CFP, using progress measurement systems, developing a performance milestone schedule/critical path chart, applying approved quality control procedures, ensuring configuration control procedures, staging and storing of material, managing all subcontractors’ performance during the availability, employing good judgment and sound engineering practice and principles.
The contractor shall be capable of performing the full scope of the requirement stated within its own facilities or subcontracting for elements beyond its capability or capacity.

Place of Performance
Unless otherwise specified, all work shall be performed at the contractor’s shipyard.
