Description

Prepare for and accomplish the lay berth and regular overhaul (ROH) of the USNS MEDGAR EVERS (T-AKE 13) as specified in the solicitation and in accordance with the work item package.

The anticipated period of performance is:

Lay berth period 1; 2/24/2025 through 4/30/2025

ROH; 5/1/2025 through 7/31/2025 (option)

Lay berth period 2; 8/1/2025 through 12/31/2025 (option)

The place of performance for this contract shall be the contractor's facility on the U.S. east, gulf, or west coast.

All responsible sources may submit a proposal, which shall be considered by the agency.

The solicitation will be made available on or about September 18, 2024, through the Procurement Integrated Enterprise Environment Solicitation Module. https://piee.eb.mil/sol/xhtml/unauth/index.xhtml

To obtain access to the work item package and government furnished information technical data, complete and return the attached non-disclosure agreement to the point of contact of this announcement.

The decision to solicit as a total small business set-aside was made from market research. There is an expectation of receiving proposals from two or more small businesses.

Background
The contract is issued for the lay berth and regular overhaul (ROH) of the USNS MEDGAR EVERS (T-AKE 13). The agency's mission includes maintaining and ensuring the operational readiness of naval vessels.

The goal of this contract is to prepare for and accomplish necessary maintenance and overhaul tasks as specified in the solicitation and work item package.

Work Details
The contractor will be responsible for the following tasks:
1. Prepare for lay berth period 1, which spans from February 24, 2025, to April 30, 2025.
2. Conduct regular overhaul (ROH) from May 1, 2025, through July 31, 2025 (option).
3. Prepare for lay berth period 2 from August 1, 2025, to December 31, 2025 (option).
4. Ensure compliance with all technical data controls as outlined in DoDI 5230.24 and DoD-M 5200.01-V4 regarding the handling of government-furnished information.

Period of Performance
Lay berth period 1: February 24, 2025 - April 30, 2025; ROH: May 1, 2025 - July 31, 2025 (option); Lay berth period 2: August 1, 2025 - December 31, 2025 (option).

Place of Performance
The contract will be performed at the contractor’s facility on the U.S. east coast, gulf coast, or west coast.
