Background
The USNS MATTHEW PERRY (T-AKE 9) lay berth and ship repair contract is issued by the Military Sealift Command (MSC), which is part of the Department of Defense. The mission of MSC is to provide sealift and ocean transportation for all military services. The goal of this contract is to enhance the vessel’s maintenance status by providing necessary facilities, services, labor, and materials for a long-term lay berth, maintenance, and overhaul period.

Work Details
The contractor shall provide the following tasks and services:

1. Lay berth pier facility for USNS MATTHEW PERRY, including preventive maintenance and repairs as detailed in Section C, paragraphs 2-4.

2. Additional requirements for shipboard emergent repairs, material condition assessments, logistic support, and unscheduled maintenance as specified in CLIN 0002.

3. Industrial Assistance during planned periods as outlined in Option CLIN 0003.

4. Mid-Term Availability (MTA) preparation and accomplishment as specified in Option CLIN 0004, including management, procurement, production, testing, technical capability, quality assurance services, and tools needed to accomplish work per WI package.

5. Provide skilled labor including a dedicated supervisor with shipboard experience, electricians, refrigeration technicians, outside machinists, electronics technicians, and laborers to assist the crew with daily maintenance procedures while the vessel is in lay berth.

6. Provide deck and engine watch support from licensed officers during specified hours.

Period of Performance
The period of performance for the lay berth services is from October 1, 2025 to March 31, 2026 for initial tasks; subsequent options extend through September 30, 2026.

Place of Performance
The contract will be performed on the US West Coast.
